The giant is standing in the middle of the city. Inspecting every movement of the tiny population at his feet. By just standing there he already caused some destruction but he doesn't even care as he knows he rules this city already. So what happens to be at his feet just gets destroyed because he can do what ever he wants. 

The people of the city are at his mercy and they don't even protest and have already accepted the Giant as their god. By serving him they know they are safe from his destruction. Or it's what they thought, what they hoped for, by groveling and kneeling at his feet.

This city represents nothing more than a mere toy for the Giant. Anytime he wants he can destroy it completely. Flatten it to nothing but just ruins… and go to the next city and do the same. 

But where's the fun in that? Playing the role of the god to those people is more entertaining to him because this is how he can control everyone. Knowing that one day or another they will die. Every person in this city lives with this fear that they could die… but obeying the Giant is the only thing that can save them.
